What does it mean to be grey listed by FATF?

When countries have strategic deficiencies in their AML regime, the FATF can declare them as jurisdictions under increased monitoring.
These countries are known as greylisted countries. The FATF recognises that such countries are working with it to address the identified deficiencies and are committed to resolving them.
When these deficiencies are overcome, the FATF removes the country from its grey list.
